Policy Plan – Stichting Roia (2024–2026)

1. Introduction

This policy plan outlines the vision, objectives, and operational strategy of Stichting Roia for the years 2024 through 2026. Roia is a nonprofit foundation dedicated to harnessing the power of information and communication technology (ICT) for global social good, with a special focus on supporting marginalized communities and civil society actors.

2. Statutory Objectives

As stated in Article 2 of the Articles of Association, Roia aims to:

  • Support national and international non-governmental organizations (NGOs) with ICT tools and knowledge.
  • Promote access to information, freedom of expression, and the rights of minorities.
  • Leverage ICT for social impact globally.

3. Activities

To achieve its objectives, Roia undertakes the following activities:

  • Providing technical infrastructure and software solutions to NGOs and grassroots initiatives.
  • Conducting training programs in digital literacy, online safety, and ICT for human rights.
  • Launching pilot projects that demonstrate innovative use of technology for civic empowerment.
  • Facilitating collaboration between technologists, activists, and policymakers.

4. Fundraising Strategy

Roia raises funds through the following channels:

  • Grants from international donors and philanthropic institutions.
  • Project-based contracts with development agencies and civil society networks.
  • Occasional private donations and sponsorships.

Roia will continue to diversify its funding base while maintaining alignment with its mission and ethical guidelines.

5. Use of Funds

All funds are used solely for the implementation of Roia’s mission and programs. This includes direct project costs, necessary operational expenses, and the development of new initiatives. Roia ensures that spending aligns with the foundation’s goals and follows principles of accountability and efficiency.

6. Governance Structure

The board of Roia consists of at least three members, each serving in a voluntary capacity. The board is responsible for strategic oversight, approving budgets and annual plans, and ensuring compliance with legal and ethical standards. Board members do not receive any remuneration for their duties.

7. Financial Management and Reserves Policy

Roia maintains transparent financial records and complies with Dutch regulations for nonprofit administration. The foundation maintains minimal reserves necessary to ensure continuity and manage operational risks. Annual financial statements are reviewed and published on the foundation’s website.

8. Evaluation and Reporting

Roia evaluates the impact of its activities regularly and shares annual reports detailing progress, challenges, and financial summaries. This ensures transparency to stakeholders, supporters, and the public.
